Here is more from brother Scott on the Emergency Health Powers Act.
Keep in mind the strange desappearence and deaths of so many top
Israeli and American biological scientists in the last 60 days. It
does all tie together.

Elijah to Brethren, 11/24/01, " . . .They, Adolph Bush, Goerbel
Ashcroft and their Heinrich Himler, Ridge Homeland security (SS)
chief, are ready to Force all to go to giant stadiums to get
inoculation for small pox. At the same time they will implant their
Bio-Chip with the Beast Mark number and name all under 6-6-6. All
done by your good American Christian brethren Bush & Ashcroft &
Ridge. (Current state of the art of bio-chip identification chips are
as small as 0.04mm x 0.04mm. About 50 of them could fit on the dot at
the end of this sentence. Presenting no problem for easy insertion of
the mark of the beast micro-chip in any hypodermic needle.)

It is all part of Judgment Allowed by a very Angry God Almighty, Who
had blessed America to be so blessed. But, they have allowed evil
leaders such as Clinton, Hillary, and Janet Reno, AND MOST BIG CHURCH
LEADERS. They were unopposed in their evil ways. So, by this, the
American people have brought this Judgment upon them selfs and their
children as it was in Adolph Hitler's Germany and Babylon.

Soon these brain washed state police and county sheriffs will, by
these evil men of this corrupt government, lead them to Force all
Americans to go to these large stadiums to receive their small pox
inoculation with their Bio-Chip. They will be told it will save their
life from small pox. But, by taking the Bio-Chip implant Mark of the
Beast, they will loose the opportunity for Eternal Life offered by
our Lord Jesus. . . .".

Elijah to Brethren 9/18/01, ". . . There is a darkness coming soon
across America that is of Having our Radio, Internet cut off in which
much of our truth is given. Sadly the TV and News media are so
corrupt and perverted already. But they too will be shut down so the
mass of Americans will be kept from knowing the evil that will go on
all over America by this tyrannical...."

EMERGENCY HEALTH POWERS ACT

In mid-November, a Model State Emergency Health Powers Act (MSEHA or
the Act) was forwarded to the governors of all 50 states for
adoption. This is not yet law. It must first be adopted in the
particular state.

By the words of the prophet Elijah, we know that the biometric
implant is the mark of the beast, and that it will be given at the
time of the smallpox inoculation. Elijah has also told us that the
media will be cut off. This proposed Model State Emergency Health
Powers Act tells us how they are going to do this evil. This Act
provides a very clear picture what is going to happen to those of us
that refuse to take the inoculation made from aborted baby tissue.

(Refusal to take the mark will make us terrorists under the Patriot
Act).

This model Act provides the legal mechanism to put those refusing to
take the vaccination into isolation or quarantine facilities. Perhaps
they will use some of the abandoned military base prison camps. The
Act mandates disposal of the dead bodies, by means including
cremation.

There will be no witnesses. They can just say we all got smallpox and
died. No one will know of the saints beheaded in the guillotines. The
government will be authorized to take control of all communication
devices (i.e., radio, tv, telephone, internet). The government will
be authorized to seize vehicles, trucks, real estate, vaccines,
medicines, medical facilities, food, fuel, clothing, commodities,
firearms, explosives, . Cities can be quarantined. Travel on roads
can be prohibited.

The Act authorizes enforcement of all this by the National Guard
(state militias).

This law is evil.

The Centers for Disease Control and Prevention requested the
development of this draft model law. It was prepared by Georgetown
and John Hopkin's Universities and forwarded to the CDC October 24,
2001. According to an October 30, 2001, press release by Secretary
Tommy G. Thompson, U.S. Department of Health and Human Services
(HHS), the drafting of the Act took 6 months. Accordingly, the
planning and work on this model Act predates the 9/11/01 trade center
attack by at least 4 or 5 months.

The governor declares a "state of public health emergency" upon an
occurrence or imminent threat of an illness or health condition,
which includes a threatened or actual bioterrorism attack or illness.
Sec. 301.

The following disease examples are given: anthrax, botulism,
smallpox, plague, tularemia, and viral hemorrhagic fevers. Sec. 702.

The governor's declaration is done by executive order. Sec. 302.

This state of public health emergency exists for 30 days unless
renewed by executive order by the governor. After 60 days, the
legislature may terminate it upon a vote by both chambers. The Act
recommends a 2/3 majority vote. Sec. 305.

Conceivably, this state of emergency could last indefinitely. Once
the state of public health emergency is declared, the public health
authority [PHA] of the state has the following powers under Section
402: To take immediate possession of communication devices (i.e.,
radio, tv, telephone), carriers (vehicles and trucks), real estate,
fuels, food, clothing, and health care facilities; Transfer the use,
management and supervision of health care facilities to itself for an
unlimited period of time;

Control, restrict and regulate the use, sale, dispensing,
distribution, and transportation of food, fuel, clothing and other
commodities, alcoholic beverages, firearms,, explosives, and
combustibles;

Stop, restrict or otherwise control travel on roads, movement of
persons and occupancy of premises. [For example, entire cities could
be quarantined].

Upon declaration of the emergency, the governor can suspend the
provisions of any regulatory statute on state business procedures,
and mobilize the organized militia (National Guard) of the state into
service to enforce the orders of the PHA. Sec. 303, 304.

Health care providers shall report all cases of persons who may be
infected or exposed to potential causes of a public health emergency.
Pharmacists shall report any unusual or increased prescription rates,
unusual prescriptions or increases in prescriptions, unusual increase
in prescriptions to treat fever, respiratory or gastrointestinal
complaints, unusual increases in number of requests for information
on over-the-counter drugs to treat these symptoms, and any uncommon
prescriptions used to treat these diseases. Reporting includes all
information necessary to locate the person.

Sec. 201. All individuals thought to have been exposed must be
interviewed and information regarding personal contacts obtained.

Sec. 202.The PHA is authorized to compel a person to submit to a
physical examination and/or testing immediately upon order of the PHA
without resort to court authority. Any person refusing commits a
misdemeanor crime and may be taken to isolation or quarantine. These
orders by the PHA are immediately enforceable by any peace officer.

Health care providers can be required by the PHA to perform the
medical examination and/or testing. Refusal is a misdemeanor crime.
Sec.502.

Section 702 requires each city and county in the state to identify
sites where persons can be isolated or quarantined.

Section 503 provides that: The persons in isolation or quarantine
shall obey the PHA's rules and orders, can not leave, and can not
contact any person not authorized to enter the premises. No person
shall enter the isolation or quarantine premises without permission
of the PHA. Failure to obey these provisions is a misdemeanor crime.

The isolation or quarantine of the persons terminates when the PHA 
determines it to be no longer necessary to protect the public health.
The PHA can isolate or quarantine a person upon an ex parte (without
notice) order from a court. Sec. 503.

Identification and training of persons to serve as emergency judges
is authorized. Sec. 702.

In the event of an immediate threat to the public health, the order
can be obtained after the person is taken to isolation or quarantine.
A person in isolation or quarantine may request a hearing in writing
which must be held within 3 days of request (excluding Saturdays,
Sundays and legal holidays). After 30 days following the first
requested hearing, the person may again request in writing another
court hearing to contest his or her continued isolation or
quarantine, and the hearing shall be held with 3 days (same
exclusions). At the hearing, the PHA must show that continuation or
quarantine is warranted. Sec. 503.

The PHA is authorized to compel a person to be vaccinated and/or
treated for an infectious disease. The vaccine shall not be given if
the PHA has reason to know the individual is likely to suffer from
serious harm from the vaccination. Individuals refusing to be
vaccinated or treated shall be liable of a misdemeanor crime and
subject to isolation or quarantine. An order to vaccinate and/or
treat a person is immediately enforceable by any peace officer. Sec.
504.
 
The PHA is authorized to collect specimens and perform tests on any
person. Sec. 505.

The PHA is authorized to obtain the medical records of persons in
isolation, quarantine or under the care of the PHA without consent.
The information is authorized to be disclosed to appropriate federal
agencies or authorities. Sec. 506.

The PHA has authority to take immediate possession of, control,
restrict, and regulate the use, sale, dispensing, distribution or
transportation of anti-toxins, serums, vaccines, immunizing agents,
antibiotics, and other pharmaceutical agents or medical supplies.
Sec. 405.

The PHA has authority to close, evacuate, or decontaminate any
facility or decontaminate or destroy any material when the authority
reasonably suspects that it may endanger public health. Sec. 202.
No compensation shall be provided for facilities or materials that
are closed, evacuated, decontaminated, or destroyed by the PHA.
Otherwise, compensation for property is limited to costs of
production. Sec. 406.

The state, county, city, and political subdivisions are exempt from
liability for death or injury to persons, or damage to property,
arising from any actions under the Act. Private persons or entities
are also exempt from liability except for gross negligence or willful
misconduct. Sec. 804.

Medical examiners and coroners are authorized to appoint unlicensed
assistants, and are immune from civil liability in the performance of
duties. The PHA may appoint out- of-state health care providers, all
licensing requirements of the state are waived and there is no civil
liability (unless malice). Sec. 507.

[Because of the quarantine or isolation, it is improbable that
family, friends and other non-PHA persons will witness the illness,
death or disposal of the corpse]. The PHA is authorized to take
possession of and dispose of corpses by means including burial,
cremation and transportation to a designated site. The PHA is
authorized to take immediate possession and control over any business
authorized to accept, transport or dispose of corpses. The disposal
of corpses is to be ordered by the PHA within 24 hours after death. A
written record of the identity of corpse, circumstances of death and
disposal is required. If the corpse cannot be identified, then
photographs, fingerprints and DNA specimens will be taken.Sec. 404.

CDC INTERIM SMALLPOX RESPONSE PLAN

Whatever power sent the anthrax letters to Congress, timed the deed
to correspond with the USA Patriot Act passage. Look for the same
powers to do a bioterrorist event to provide motivation so that all
50 states immediately pass the model Act discussed above. That way
the state legislatures will neither read or debate the model Act,
just like Congress failed to do with the Patriot Act. Perhaps they
will initiate an isolated [and controlled] smallpox outbreak to put
some more fear into people to get this model Act in place.

(NOTE THAT JUST A FEW YEARS AGO WHEN THE WORLD HEALTH ORGANIZATION
DECLARED SMALL POX ERRADICATED, THE ONLY PLACES ON EARTH WHERE THE
VIRUS COULD BE FOUND WAS UNITED STATES AND RUSSIAN MILLITARY RESEARCH
LABRATORIES. THIS SHOULD TELL SOMETHING IMPORTANT TO THOSE WITH EARS
TO HEAR)

The incubation period of smallpox is 12 days, and there is plenty of
vaccine to control an isolated outbreak. Who knows, maybe the state
legislatures will pass the Act without having to be frightened into
it.

I base my suspicion on a 300 page CDC Interim Smallpox Response Plan
sent out to the states on November 23, 2001. According to the
transcript of a CDC conference call held November 26, 2001 with
various members of the press. I have not read that interim plan.

Although not stated, I presume this plan is called interim because
the CDC Anticipates the passage of the model Act by the states. In
that conference call, Dr. Lisa Rotz, CDC bioterrorism preparedness
expert, stated that the interim plan addresses the potential need for
quarantine as well as the need for isolation of people that are
infectious to other people. It addresses those issues and talks about
strategies for isolating cases so that they can no longer continue to
transmit disease until they are no longer infectious, addressing
those issues on the local and state and Federal level. She says that
the interim plan addresses the potential need for isolating or
quarantining off areas of cities, if needed, or areas--other areas,
if needed.
 
WASHINGTON (Reuters Health) Nov 28 - US health officials have sought
a price quote from drugmakers for up to 500 million doses of smallpox
vaccine, twice the number the United States was believed to be
seeking, USA Today reported on Wednesday.

It interesting to note that inoculation of the entire population of
this country only requires about 250 million additional doses.
